Join NYSCA in November and December for a strategic planning workshop in your region!

***ONLY applicants to NYSCA's 15 Programs should follow this step. Applicants to the REDC initiative, Large Capital Fund and Mid-Size Capital Fund apply through the Consolidated Funding Application. All applicants need to Prequalify with New York State.***

Applicants for new support must complete an application in the Grants Gateway Grant Opportunity Portal for each request. There are 5 main elements:

  • Complete the Project / Site Address

  • Answer all Program Specific Questions

  • Complete an Expenditure Budget

  • Complete a Work Plan

  • Upload Support Materials

Log in to Grants Gateway

On the Grants Gateway homepage, click Grants Gateway Login.

Create User Roles

The first time you log in, you will be assigned the role of Grantee Delegated Administrator.

The Delegated Administrator must create additional roles to initiate, complete and submit the application. We recommend signing in as Grantee Contract Signatory, which will allow you to complete all parts of the application. The Grantee System Administrator can also complete all application tasks.

To create a user role, follow these steps:

  1. Click the Organizations tab in the upper right-hand corner of the page.

  2. Click the Organization Members link.

  3. Click the Add Members link.

  4. Select the New Member Button

  5. Complete all fields on the page

  6. Select the appropriate role for the user you are adding.

  7. Click “Save & Add To Organization”

  8. Two emails will be sent to the user of the newly created role. One will contain the username and the other will contain the password of the new account.

Select Funding Opportunity

Once logged in with an appropriate role, from the Grants Gateway homepage, click on View Opportunities under the View Available Opportunities heading.

Select Council on the Arts from the Search by Funding Agency dropdown menu and click Search.

On the results screen, click the program you are applying for under Grant Opportunity to view the grant opportunity and begin the application. There will be options for all 15 NYSCA Programs. Please select the program that corresponds with the request for which you registered.

To begin the application, click on the Apply for Grant Opportunity button.

To access the different application sections, click on Forms Menu. Use this link throughout the application process to return to the main menu.

Note: If you have followed the steps outlined above, but the button instead reads Download Grant Opportunity you are likely logged in with an incorrect role.

Project/Site Addresses

Fill out the Project/Site Addresses Form with the addresses at which your project will take place. You will need to identify which Regional Council area your project falls into. If you are unsure, please visit the Regional Economic Development Council map.

Program Specific Questions

On the Program Specific Questions form, answer Basic Eligibility Questions, Standard Questions (if applicable) and only those Category Questions related to the Category to which you are applying. Please scroll down the page to locate your Category’s Questions. Questions related to other categories should be left blank. For example, if you are applying for General Operating Support, only answer General Operating support questions, not Project Support questions.

Click Save before moving on to the next form.

Remember: Returning applicants may request panel feedback on their most recent applications at any time by contacting Program Staff. 
Program Specific Questions
Expenditure Budget

In the various expenditure budget forms (Personal Services, Contractual, Travel, etc.) you will account for how your grant request will be allocated. Please consult the guidelines for the program to which you are applying for eligible expenses. To avoid errors do not enter any information in categories where you will not use your grant funding. You do not need to add any information in the Narrative forms.

**PLEASE NOTE that the Expenditure Budget is not considered by staff or panelists as part of the application review. These sections are designed to populate your contract IF your organization is granted funding for FY19.

Expenditure Summary

In order to confirm your Expenditure Budget is correct you must review your Expenditure Summary. This will show you how you have allocated your grant request. The Total field must be the total of your grant request.

Note 1:  The Expenditure Summary is not considered by staff or panelists as part of the application review. These sections are designed to populate your contract IF your organization is granted funding for FY19.

Note 2: You cannot make changes directly to the Expenditure Summary Page. Any changes must be made in the corresponding Expenditure Budget form.

Click “Save” before moving on to the next form.

Work Plan Overview

First you must complete and save the Work Plan Overview. Then, hover over the Forms Menu tab to access Objectives, Tasks and Performance Measure. Click Save before moving on to the next form.

Upon saving your Work Plan Overview, please click on Objectives in the Forms Menu. Please fill out the Objectives form accordingly. Click Save before moving on to the next form.

Upon saving your Objectives, please hover over the Forms Menu and click on Tasks. Please fill out the Tasks form accordingly. Click Save before moving on to the next form.

Work Plan Performance Measures

Upon saving your Task, please click on Performance Measure in the form menu. Please fill out the Performance Measure form accordingly. Please be brief. Click Save before moving on to the next form.

Pre-Submission Uploads

All applicants are required to download, complete and upload the provided Project Budget template and upload the Standard Support Materials (if applicable). Applicants must also upload those Support Materials related to the Category to which they are applying. A description of support materials required for each program is available in the Program Guidelines.

Please scroll down the page to the appropriate Choose File buttons to upload your category’s Support Materials.

Support Materials related to other categories should be left blank.

Click Save after uploading each Support Material.

Please Note: Each upload window on Grants Gateway accepts only one file. Uploading multiple files will delete the previously uploaded file. Please combine multi-page support materials into a single file.

Prepare Your Application for Submission

DO NOT SUBMIT YOUR APPLICATION UNTIL YOU ARE CERTAIN IT IS COMPLETE AND ACCURATE. ONCE SUBMITTED, APPLICATIONS CANNOT BE REOPENED AND EDITED. ALL INCOMPLETE APPLICATIONS WILL BE DEEMED INELIGIBLE.

Make sure you are logged in as Grantee Contract Signatory or Grantee System Administrator. Retrieve the completed application by searching for it under the Applications link on top of the screen.

Click the Check for Errors link under the management tools link. This will provide you with a list of any errors that need to be completed before you submit.

Click the Status Changes link located at the top of your application main page.

Click on the Apply Status button under Application Submitted.

An agreement window will pop up, requiring you to click I Agree to submit your application.

How do I know if I’ve submitted?

Once your application is submitted, you will be returned to the Application main page. If you hover over the status changes link, you will see a message stating that there are no available status options at this time.

To check the current status of your application, click on the Details link. When you are working on your application, the application status will say Application in Progress.

After you have submitted, the status will say Assignment of Reviewers.
